Rates eased again this week. Freddie Mac's average 30-year fixed rate came in at 7.24% on October 29, 2026, down from 7.32% the week before, and the 15-year averaged 6.60%, down from 6.68%. That's the lowest 30-year reading this month. It's also still about a full point above where it was a year ago (6.17%).
So when homeowners ask me "should I refinance?", my answer this fall is that for most people, a small rate dip alone isn't a reason. But for some, a refinance solves a real problem. Here's how I'd sort it out.
What moved rates this week
Mortgage rates follow the 10-year Treasury more than the Fed. The 10-year has hovered around 5% this week, and closed at 5.05% on October 28 after the Fed's meeting. The Fed held its benchmark range at 3.75% to 4%, but two members voted for a hike and the statement said inflation "remains elevated," so bond markets priced in a better chance of a December increase. Meanwhile, the Mortgage Bankers Association reports refinance applications are down more than 60%. Nobody can tell you where rates go from here, and I won't try. What you can control is whether a refinance makes sense for your numbers today.
The refinance checklist
1. What problem are you solving? A refinance is a tool. Good reasons include getting off an adjustable rate before it resets, removing mortgage insurance, taking a borrower off the loan after a divorce, or consolidating higher-interest debt. "Rates went down a little" usually isn't enough on its own.
2. What's your break-even? Add up the closing costs, then divide by the monthly savings. That's roughly how many months it takes to come out ahead. If you plan to move or refinance again before then, it probably doesn't pay.
3. Cash-out or second loan? If you have a low first mortgage and need cash for a remodel or debt payoff, replacing that whole loan at today's rates may cost more than it helps. A HELOC or home equity loan can leave your first mortgage alone. If you're 62 or older, a reverse mortgage is another option worth comparing.
4. Can you drop mortgage insurance without refinancing? On many conventional loans, you can request PMI removal once you have enough equity, sometimes with a new appraisal. Ask your servicer before you pay closing costs to solve this.
5. Are you a veteran with a VA loan? The VA IRRRL (streamline refinance) has its own rules, including a required benefit test and seasoning period. If you bought with VA at a higher rate, it's worth a look. I explained it in detail in How a VA IRRRL Works in California.
Get ready now, decide later
Even if refinancing doesn't pencil out today, you can be ready. Know your current rate, balance and loan type. Pull your credit and clean up anything you can. Have a rough idea of your home's value. Then, if the numbers ever line up, you're days away from a decision instead of weeks.
For agents
The purchase side is still slow, which makes this a good time to stay in touch with past clients. In Orange County, active listings sat at 5,054 as of October 26, with pending sales down for a fifth straight week and a median of 47 days on market, per Orange County Housing Report. Nationally, NAR's September existing-home sales report showed sales up 1.5% to a 3.99 million annual pace with 4.8 months of supply.
Your past clients are hearing "rates are dropping" in the news. A quick note from you, pointing them to someone who will tell them straight whether a refinance helps, keeps you top of mind for their next move. I'm glad to do no-pressure refinance reviews for your clients and keep you in the loop.
